Reasons for Radon TestingWhy Test For Radon in Schools and Daycare Facilities?

Radon is a known human carcinogen. Prolonged exposure to elevated radon concentrations increases the risk of lung cancer. Similar to other environmental pollutants, there is some level of uncertainty about the true magnitude of radon health risks. However, scientists are more certain about radon risks than risks from most other carcinogenic environmental pollutants. This is because estimates of radon risk are based on studies of cancer in humans, particularly underground miners. Moreover, the EPA estimates that radon may cause about 14,000 lung cancer deaths in the country each year, and this number can range from 7,000 to 30,000 deaths per year. Thus, radon inspection in schools and daycares is very important now more than ever.

In 1988, the EPA initiated an investigation of radon in schools with a study of schools in Virginia. As a result, a nationwide effort was launched to further examine the best way to conduct radon measurements in schools. The results of this effort have been used to improve the procedures for testing radon in schools. Also, the results of the study suggested that elevated radon levels (greater than or equal to 4 pCi/L) may exist in at least some schools in every state. Finally, the EPA had conducted a National School Radon Survey, providing a statistically valid representation of the levels of radon in schools at the national level. The results of this survey depict the importance of radon inspection and testing in schools and daycares.

The EPA recommends reducing the concentration of radon in the air within a school building to below EPA's radon action level of 4 pCi/L. However, the agency believes that any radon exposure carries some risk - no level of radon is safe. Thus, even radon levels below 4 pCi/L may pose some risk, and the risk of lung cancer also reduces with the lowered radon levels. This action level of the EPA is based largely on the ability of current technologies to reduce elevated levels of radon to below 4 pCi/L. Depending on the characteristics and layout of a school building, radon levels in some schools can be reduced well below 4 pCi/L, whereas reducing elevated levels to below 4 pCi/L in other schools may be more difficult.

Because many people, particularly children, spend most of their time at home, the home is likely to be the most significant source of radon exposure. Thus, parents are strongly encouraged to test their homes for radon and to take action to reduce elevated radon concentrations in all areas of the house. In addition, for most school children and staff, the school is the second most frequented place next to their homes. Thus, the second largest contributor to their radon exposure is likely to be their school. As a result, the EPA recommends that school buildings, including all structures and areas within a school, should be tested for the harmful gas. In this way, we ensure the health and safety of school children, who are at greater risk.
